No amount of encryption or security can prevent fraud if the fraudster has managed to get hold of card numbers and other details from credit cards that haven't been reported as stolen. Some fraudulent buyers dispute charges by telling their creditcard issuer that the package did not include everything.

Tips to minimize chargebacks:

Use automatic Address Verification System (AVS)
Collect CVV (Card Verification Value) to verify that customer has the card physically at hand
Capture customer IP and look it up to see if customer came from that country.
On unusal high order amount verify order by phone and have them fax a photocopy of the actual credit card (both sides) or have it scanned and e-mailed to you.
Be wary of transactions that originate from free email accounts (such as Hotmail or Yahoo).
Do not ship to countries with the highest incidence of online card fraud.
